Yes the tour must benefit the community. It should be a means of bringing commerce to the neighborhood. In 2010 I took a favela tour to Rocinha. Our guide hired locals with motorcycles to bring us up the big hill, it was fun! He paid each of them on the spot. Then we walked back down the hill through the neighborhood, learning some history of the area, stopping at an art gallery, a drum performance, another stop with handmade jewelry and crafts, a bakery with delicious pastries. It was an excellent tour. Our guide knew the people of the neighborhood and that’s part of what made it such a good experience.
